This is a Wilco Being There 46236 Sealed Double Vinyl LP from Reprise records 1996!
The Vinyl is sealed and presumably Near Mint.
The cover is VG with some corner dings and creases, most notably on the top right (dog-ear crease).
This is a cut out. Cut outs typically have a hole punch, a cut corner, or a notch. They are marked as such for either promotional or markdown designation. Cut outs are often out of print recordings. In this case, the jacket is notched in the lower right corner.
