I GOT THIS INTERESTING INFO FROM ANOTHER EBAYER THAT SOLD FOR $3600 ON EBAY, THANK YOU VERY MUCH. DOES NOT HAVE THE LETTER THAT WAS SENT TO THE RADIO STATION, PLEASE FEEL TO ASK ANY QWESTIONS !
A little backstory on this particular record.  A few years back someone offered me $2300 for this single to complete his collection.  At the time I wanted to keep to collection together (I was only missing 13 from the Hot 100 from '55 to '00).  I have since decided to piece out the collection.  Included in the auction is the letter sent to radio stations with the promotional copy signed by the president of Perspective Productions, AND ALSO HERE IS MORE IMPORTANT INFO FROM ANOTHER EBAYER

his 1981 release is the rarest single ever to make the Billboard and Cash Box Top 100 charts.  Very few copies were pressed, with some sources putting the figure as low as 10.  ROCKIN' RECORDS gives a value of $2,000-$3,000.  Joel Whitburn, compiler of the TOP POP SINGLES book series, says "American Memories" is the most valuable 45 in his 150,000-piece archive.

Shamus M'Cool, aka Richard Doyle, was a Los Angeles-based stand-up comic, TV host, songwriter and singer.  After pressing "American Memories," he reportedly used his media contacts to arrange for some radio airplay.  That never happened, but the single nonetheless appeared on the playlists of some L.A. program directors.  The playlists were then submitted to the trade publications. That's how a 45 that sold no copies and received virtually no airplay made the charts.

"American Memories" is a country-rock song with folk elements.  Lyrics mention Elvis, the Beatles and Dylan.  The flip purports to be a live recording of Shamus M'Cool's stand-up act.

You are bidding on an Ultra Rare 1981 Original 45 single of Shamus M'Cool - American Memories/American Humor". This single is one of the hardest "Hot 100" hits to find in the history of the charts. By some estimates, only 10 copies of this record exist. Allegedly, Doyle shipped or may have even delivered the single to several L.A. radio stations, PD's and DJ's alike who reported it in their playlists which were then submitted to both Billboard and Cashbox. Both publications listed the single in their pop charts. While unlikely, it's possible the single may not have gotten any air time at all or if any, very little even though it charted. In April, 2014, in an interview with Rick Romell of the (Milwaukie) Journal Sentinel, Joel Whitburn said "the 1981 record is the most valuable single in his massive music archive" of 150,000 items.45 Plays Near Mint, but it has been pressed off-center. It plays great when centered properly (without 45 adapter)this info was also listed by this ebayer, thanks , ( i would like to say thanks to all the ebayers with their comments
