I bought this new, played once or twice, and it's been on the shelf in protective plastic sleeve for 30+ years. I'm not an expert in grading, but seems as close to "Near Mint" as you can get!
[from the Web]: Building a name for themselves as radical experimentalists in all dimensions of their work the Plasmatics used visual and auditory noise of all kinds (e.g. chain saws) in their performances decades before a wider audience was able to understand its appeal. An early favorite in "pure chaos" was the random noise jam. Recorded first in "Meet the Plasmatics" during the song "Want You" members of the group were isolated from each other in sound-proof booths with headphones so that during the instrumental portion of the song they could not hear what each other was playing (the headphones were turned off after the song got started and turned back on again so they could come back out of the noise at the end). The resulting random "Noise Jam" (on which Wendy plays sax) is one of the most remarkable recordings ever. Although a shorter noise jam made it onto the first Stiff album (against the wishes of the record company) the recording on "Meet the Plasmatics" is the original, underground, and certainly the most intense of these recordings. The record was produced at Sun Dragon Studios in New York where many early recordings of underground groups at the time (e.g., The Ramones) were also made. Stellar Axeman's engineer on the project was Ed Stasium who, among other things went on to produce "Living Color." Of further interest is the first song on the EP ("Sometimes I"), the very first recording of this Plasmatic song (and many feel the best) which was covered during the recent Blondie reunion tour as part of an encore tribute. The cover art for the EP shot at CBGB by Butch Star is a collectable itself. This is a rare item and there are only a limited number of copies.
