Here is a discussion of this record found on an OMD website, but either it is wrong or they missed this pressing, as this one IS the short version (matrix A3, but the label says it is the longer version:
There are two different extended versions of Telegraph in circulation. The major differences between the two, along with version details, is as follows:
LONG VERSION
* Label states a running time of 5:53.
* The number imprinted in the run-out groove states VS580-12-A1.
* Song intro is similar to the 7" version.
* More frequent of the two versions as issued on UK and also European releases.
SHORT VERSION
* Label states a running time of 4:42.
* The number imprinted in the run-out groove states VS580-12-A3.
* Song intro fades in and appears to be the opening notes reversed.
* Rarer version of the two for UK releases, more common on the US/Canadian releases.
Why there were two mixes released remains unclear. It's possible that the shorter version was aimed solely at the US market but that some UK copies were mistakenly pressed. However, the addition of a different run-out number suggests a deliberate course of action.
The 12" US/Canadian release of Genetic Engineering features the shorter version of Telegraph where the sleeve states it is the "New Extended Remixed Version". US promotional releases also featured this particular remix.
Whatever the case, UK 12" releases with the short version are considerably rarer than the original long version.
Other 12" mixes were also recorded, but never released. This includes a mix known as the 12" Alternate Mix that features a completely unique intro and a mix that is closer to the 5:53 version.
Telegraph had originally been recorded back in 1981 at The Manor studios and had been under consideration for the Architecture & Morality album.
The original inspiration for the song was culled from Andy McCluskey's strong feelings against politics and religion at the time. This theme had been watered down by the time it had been recorded for Dazzle Ships.
Telegraph was originally scheduled to be the first single from the album Dazzle Ships, but the band weren't happy with the mix and, with pressure from Virgin, opted for Genetic Engineering instead.
66 And Fading is actually the chords to Silent Running reversed and slowed down.
Generally, 12" singles were released slightly later than the standard 7" copies. Telegraph's failure to be a hit prompted Virgin to withdraw 12" copies of the single early. This resulted in the 12" version becoming an instant rarity and is still one of the most sought after OMD records.

I am shipping from Hawaii. Ebay now requires that dealers offer Media Mail as first option for shipping LP's and then say that it takes 2-9 Business Days.
Please be aware that Media Mail from Hawaii to the mainland takes 3-5 weeks versus 3-5 days for priority mail.
Media Mail is Surface Mail, it doesn't get on a plane -- so what that means is it goes in a container, waits for the container to fill up, then is put on a ship across the Pacific where it arrives in Oakland and then is put on a truck. Also Media Mail is subject to being opened (this is rubber stamped on each package) so the Post Office can make sure that it doesn't contain items that are not included in Media Mail acceptable items (books, records, video, cd's).
(I strongly recommend using Priority Mail, I recently had a customer in Florida who didn't receive his order for 8 weeks after I mailed it via Media Mail -- the post office hasn't lost one yet, so it is safe, but can be very slow and I would guess that as Christmas nears it can only get worse)
