This is a mis-press with the paper picture inside the vinyl pressed slightly off-centre.   Please view images carefully.  The vinyl plays well and the disc would certainly still be suitable for framing, though the sealed plastic has slightly peeled on the b-side.  No returns on this one.  Price reflects condition.
